NEW ORLEANS (AP) — Gunmen opened fire on people marching in a <span class="yshortcuts cs4-ndcor" id="lw_1368426475904_5">neighborhood</span> Mother's Day parade in <span class="yshortcuts cs4-visible" id="lw_1368426475904_1">New Orleans</span> on Sunday, wounding at least 19.</div>

<span class="yshortcuts cs4-ndcor" id="lw_1368426475904_7">The shooting</span> — described by the <span class="yshortcuts cs4-ndcor" id="lw_1368426475904_6">FBI</span> as a flare-up of <span class="yshortcuts cs4-visible" id="lw_1368426475904_3">street violence</span> — shattered the festive mood surrounding the parade that drew hundreds of people to the 7th <span class="yshortcuts cs4-ndcor" id="lw_1368426475904_8">Ward neighborhood</span> of modest row houses not far from the French Quarter. Cell phone video taken in the aftermath of the shooting shows victims lying on the ground, blood on the pavement and others bending over to comfort them.</div>
At least three of the victims were seriously wounded. Of the rest, many were grazed and authorities said that overall most wounds were not life threatening. No deaths were reported.<br />
The victims included 10 men, seven women, a boy and a girl. The children, both 10 years old, were grazed and in good condition.<br />
Mayor Mitch Landrieu urged witnesses to come forward with information during a news conference Sunday night at a hospital where gunshot victims were taken.<br />
"These kinds of incidents will not go unanswered. Somebody knows something. The way to stop this violence is for you all to help," he said.<br />
Mary Beth Romig, a spokeswoman for the FBI in New Orleans, said federal investigators have no indication that the shooting was an act of terrorism.<br />
"It's strictly an act of street violence in New Orleans," she said.<br />

As many as 400 people came out for the second-line procession — a boisterous <span class="yshortcuts cs4-visible" id="lw_1368426475904_2">New Orleans</span> tradition — though only half that many were in the immediate vicinity of the shooting, said Police Superintendent <span class="yshortcuts cs4-visible" id="lw_1368426475904_4">Ronal Serpas</span>. Officers were interspersed with the marchers, which is routine for such events.</div>
Police saw three suspects running from the scene. No arrests had been made as of early evening.<br />

Outside the hospital on Sunday night, <span class="yshortcuts cs4-ndcor" id="lw_1368426475904_9">Leonard Temple</span> became teary as he talked about a friend who was in surgery after being shot three times during the parade. Temple was told the man was hit while trying to push his own daughter out of the way.</div>
"People were just hanging out. We were just chilling. And this happened. Bad things always happen to good people," said Temple, who was at the parade but didn't see the shootings.<br />
In the late afternoon, the scene was taped off and police had placed bullet casing markers in at least 10 spots.<br />
Second-line parades are loose processions in which people dance down the street, often following behind a brass band. They can be planned events or impromptu offshoots of other celebrations. They trace their origins to the city's famous jazz funerals.<br />
A social club called The Original Big 7 organized Sunday's event. The group was founded in 1996 at the Saint Bernard housing projects, according to its MySpace page.<br />
The neighborhood where the shooting happened is a mix of low-income and middle-class row houses, some boarded up. As of last year, the 7th Ward's population was about 60 percent of its pre-Hurricane Katrina level.<br />
The crime scene was about 1.5 miles from the heart of the French Quarter and near the Treme neighborhood, which has been the centerpiece for the HBO TV series "Treme."<br />
Sunday's violence comes at a time when the city is struggling to pay for tens of millions of dollars required under a federal consent decree to reform the police department and the city jail.<br />
Shootings at parades and neighborhood celebrations have become more common in recent years as the city has struggled with street crime. Earlier this year, four people were shot following an argument in the French Quarter during the last weekend of partying before Mardi Gras. The victims survived, and several suspects were eventually arrested.<br />
Police vowed to make swift arrests. Serpas said it wasn't clear if particular people in the second line were targeted, or if the shots were fired at random.<br />
"We'll get them. We have good resources in this neighborhood," Serpas said.<br />

The National Rifle Association capped its annual convention Sunday by hosting a “Youth Day” — enticing youngsters to attend by offering free six-month memberships.<br />
Billed by the NRA as a family-fun outing, the event drew hundreds of kids. Some of the attendees were the age of the Newtown massacre victims, others too young to know the difference between a toy gun and a real one.<br />
“Spend the day exploring 400,000 square feet of exhibit hall containing over 550 exhibitors from across the country. Share the excitement with spectacular displays and fun-filled events for the entire family,” the NRA wrote on its website.<br />
The event was staged a day after the NRA welcomed its youngest lifetime member, 3-year-old Elaih Wagan, whose grandfather purchased the membership.<br />

To kids, emergencies are something that mom or dad typically handle. What if you weren't home, though? Would your kids know what to do? Prepare your kids for emergencies with these practical tips:
Define Problem vs. Emergency
First, teach your children the difference between a problem and an emergency. A problem is something that they need help with, but does not require emergency services. An emergency is a situation that requires immediate assistance from the police or fire department, or requires immediate medical assistance through paramedics or EMTs.
Problems
When your child experiences a problem, he or she should decide whether to call you immediately, call a neighbor, or whether the problem can wait until you get home. For example, you'd probably want your child to call you if he or she:
Felt scared
Had trouble getting into the house
Got home and found that the electricity was off
Emergencies
The following issues would warrant an immediate call to 9-1-1:
A fire
Evidence of a break-in
A medical emergency, such as someone being unresponsive or bleeding profusely
There are two things your kids need to know when facing a 9-1-1 emergency or other situation requiring adult assistance: 1) Who to call, and 2) What to say.
Emergency Phone Numbers
Make sure that you keep an updated list of all the phone numbers your kids might need in a convenient location. For example, print it out and tape it to the inside of a kitchen cabinet. This way your kids won't have to look for a neighbor's phone number when they need help.
Teach Your Kids How to Call 9-1-1 in an Emergency
When using a cell phone to call 9-1-1, calls can sometimes be routed to regional call centers, rather than local 9-1-1 operators. In this situation, the caller must must be prepared to state his or her city and general type of emergency before being connected with the appropriate local authorities. If your child may potentially be using a cell phone to call 9-1-1, make sure that he or she knows about this extra step.
In addition, make sure that your child also knows how to clearly state the following:
His or her full name
The specific address of his or her location
The nature of the emergency
In addition, you child should also be prepared to stay on the line until the authorities arrive, unless her or she is instructed otherwise by the 9-1-1 operator.
It's important to teach emergency preparedness skills to your children, especially if you are getting ready to let them stay home alone for the first time. Here are some of the scenarios you should role play, so that your kids can gain experience handling potential emergencies:
Role Play How to Handle Emergencies
True emergencies require an immediate phone call to 9-1-1. Role play the following emergency scenarios with your kids: Fire - Teach your children to leave the house immediately and use a neighbor's phone to call 9-1-1. In addition, make sure that they know they should never go back into the house to retrieve belongings or pets.
A severe injury - Role play the types of injuries that would require an immediate phone call to 9-1-1. For example, if someone gets hit by a car, is unresponsive, experiencing intense chest pain, or bleeding profusely.
The carbon monoxide detector goes off - Instruct your children to leave the home immediately and call 9-1-1 from a neighbor's.

When you teach emergency preparedness, it's also important to role play situations that do not require a call to 9-1-1. For example, in the following situations, you might prefer to have your child call you directly or call a neighbor:
An injury that is not life-threatening - Role play with your kids how to handle various injuries--such as bumps, cuts, and sprains.
The power goes out - Go over with your kids what they should do if the power goes out. In addition, make sure that you keep a flashlight in a secure, consistent location so that they can generate light without using candles.
They're scared - Especially the first few times you leave your kids home alone, they may experience feelings of uneasiness. At about 10 Monday night in the 2700 block of Edmondson Avenue in West Baltimore two officers on foot patrol heard and saw shots coming from a car with several people inside.
People inside the car were firing in a direction away from the officers. The officers then "engaged" the suspects and shot three of them.
One of the people shot is now dead.
Police say that one of the suspects has a prior arrest, and that they are looking into possible gang activity.
Police also looking at area hospitals to see if anyone walked in who may have been shot by the suspects in the car. They haven't found anyone yet.

He was murdered Feb.1st 2008 by a neighborhood boy( a boy who in the past had visited my home & whose brother was friends with my son). <br />
<br />
They had a fight on Tuesday, the boy came looking for my son @ my house on Thursday (Poopie wasn't home)and he shot him 4 times on Friday appr. 4pm.(he died that night@11:17pm).<br />
<br />
This happened 3 floors down from our apartment(we lived on the 16th fl. & my son was killed on the 13th fl) in a secure building w/security at the front door where he should have been safe..<br />
<br />
My son was killed in the stairwell of our building while he was accompanied by 4 individuals (2 girls & 2 boys ).<br />
<br />
The story told to me by 2 of the people who were present is that my son was sitting on the stairs & this individual kicked open the door & shot my child 4 times while the others scattered (he didnt have a chance to flee or anything).<br />
<br />
Everyone in the neighborhood knows the identity of the individual who murdered my baby including the police.<br />
<br />
The DA has tied the hands of the police by stating they can not make an arrest until substantial evidence is attained ( fingerprints, someone who was present speaking out as to what happened,etc.).<br />
<br />
My son had started his first job & was pursuing a career in boxing @ the Golden Gloves.<br />
<br />
My son tried to protect everyone(I told him numerous times that he couldnt save & help everyone).<br />
He proved time and time again that he was truly a man and I am grateful.<br />
<br />
I thank GOD for blessing me with the time I had with my son ( he kept me strong & now keeping his name alive while helping people with this growing problem will continue to keep me going)..<br />
<br />
We have to do something about Youth Violence before our children are all gone!!<br />
<br />
The children are our future & I believe if we can attack this problem at the root starting with giving our kids a place to go & feel safe where they can talk to adults who understand their plight; we can get a grip on the future of our children.<br />
<br />
Secondly I would like to help the families who have been hit by youth violence, I would like to create a program to help them work out what has happened in their family, I would like to get them involved in this project ( I believe that will help them deal with their feelings by helping others in the same situation).<br />
<br />
And lastly we have to take a stand to let the law know we are not going to sit idly by while they let the murders of our black children happen & not speak up about it.<br />
<br />
Our children are just as important as their children & we want justice!!<br />
<br />
If the youth is not killing each other the police are taking them away from us through harrassment, bogus arrests & killings!<br />
<br />
Our children are important & we must take a stand to save them!!<br />
<br />
It takes a village to raise a child!!<br />
